Luís Pereira was born in Alcochete, Portugal in 1955. He received the award for best student in the municipality of Alcochete in 1965. Luís attended Liceu de Camões where he was a student on the Honour Board and graduated from Instituto Superior Técnico in 1979, afterwards managing several projects in the national energy sector.
