W.E Tucker was born in Australia in 1945. He first worked as a Patrol Officer in Papua New Guinea in the 1960s, when the country was still under mandate from the United Nations. He was admitted as a Barrister, then a Solicitor in 1977/78 and completed post-graduate studies in Education in 1992. From that time, he taught Law and Social Justice until recent retirement.
