Dr Mazin Jawad Al Khabouri is a senior consultant otolaryngologist and a distinguished healthcare leader with more than four decades of clinical, academic, and administrative experience in the Sultanate of Oman and internationally. He has been a central figure in the development of otolaryngology (ENT) services in Oman, contributing extensively to clinical care, medical education, health system leadership, and policy formulation.
Dr Al Khabouri obtained his medical degree (MBBCh) from Ain Shams University, Egypt, in 1982. He later achieved Fellowship of the Royal College of Physicians and Surgeons of Glasgow (FRCS ENT) in 1990 and was awarded a PhD from University College London in 2012. He has practised as an ENT surgeon since 1984, maintaining full clinical responsibilities throughout his career.
He served as Head of the ENT Department from 1996 to 2011 and led national ENT services from 1996 until February 2023, playing a pivotal role in establishing and expanding ENT subspeciality care, training programmes, and service standards across the country. His leadership roles within the Ministry of Health included Advisor for Clinical Affairs to the Minister of Health (2010-2014), Director General of Private Health Establishments (2014-2021), and Director General of Khoula Hospital (2021-2023). He retired from government service in December 2023.
Dr Al Khabouri has made outstanding contributions to postgraduate medical education. He served as chair of the ENT residency training programme from 2006 to 2018 and as president of the Arab Board ENT programme from 2013 to March 2023. He continues to contribute academically as a senior clinical lecturer at the College of Medicine, Sultan Qaboos University. He has also been a WHO consultant and expert in hearing impairment, contributing to regional and global initiatives in ear and hearing care.
His professional interests include deafness, otology, community-based care, and health economics. He has been a strong advocate for early intervention and inclusive care for people with hearing impairment, reflected in his role as a founder member of the Oman Handicap Children Association and as a founder member and chair of the board of the Association for Early Intervention of Disabled Children.
Dr Al Khabouri is an active member of several professional bodies, including the Oman ENT Society, GCC ENT Society, World Hearing Forum, and the Arab Health Union. He is a frequent invited speaker at regional and international conferences, particularly on deafness, ear care programmes, and health system development, and has conducted hands-on ENT training courses, including cadaveric dissection workshops, on a regular basis since 1996.
His contributions have been recognised through several prestigious awards and honours, including the Ingeborg and Erwin Hochmair Award for Services to the Deaf (2014), the Karl Storz Award for Excellence in Teaching (2007), the Dr Lakshmi Narayan Prasad Memorial Lecture in Nepal, and the Edith Whetnall Memorial Lecture at the Royal Society of Medicine, London (2018). He has authored and co-authored numerous scientific publications, with his work widely cited in the field of otology and hearing health.
Through his clinical practice, leadership roles, academic work, and policy engagement, Dr Mazin Al Khabouri has made a lasting contribution to the advancement of healthcare and ENT services in Oman and the wider region.
